{"id":1068,"date":"2022-07-20T09:40:40","date_gmt":"2022-07-20T13:40:40","guid":{"rendered":"https:\/\/gbta.org\/faa-reauthorization-whats-next\/"},"modified":"2022-08-11T11:33:22","modified_gmt":"2022-08-11T15:33:22","slug":"faa-reauthorization-whats-next","status":"publish","type":"post","link":"https:\/\/gbta.org\/fr\/faa-reauthorization-whats-next\/","title":{"rendered":"R\u00e9autorisation de la FAA - Et ensuite\u00a0?"},"content":{"rendered":"<p>La semaine derni\u00e8re, le S\u00e9nat a publi\u00e9 sa version du projet de loi de r\u00e9autorisation de la Federal Aviation Administration (FAA) \u2013 le <em>Loi de 2016 sur la r\u00e9autorisation de la Federal Aviation Administration<\/em>. Le projet de loi, pr\u00e9sent\u00e9 par le pr\u00e9sident de la commission s\u00e9natoriale du commerce, John Thune (R-SD), prolongerait l&#039;autorit\u00e9 de l&#039;agence jusqu&#039;en septembre 2017.<\/p>\n<p>Cette prolongation est beaucoup plus courte que le projet de loi de six ans de la Chambre, qui a \u00e9t\u00e9 pr\u00e9sent\u00e9 le mois dernier par le pr\u00e9sident du comit\u00e9 des transports et des infrastructures de la Chambre, Bill Shuster (R-PA). Outre la longueur, la diff\u00e9rence majeure est que la version du S\u00e9nat ne chercherait pas \u00e0 privatiser les services de contr\u00f4le du trafic a\u00e9rien comme le faisait le projet de loi de la Chambre, cr\u00e9ant ainsi un point de controverse.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1712 size-large\" src=\"http:\/\/blog.gbta.org\/wp-content\/uploads\/2016\/03\/CapitolBuilding-1024x682.jpg\" alt=\"\" width=\"1024\" height=\"682\" \/><\/p>\n<p>Comme \u00e0 la Chambre, la version du S\u00e9nat \u00e9vite une augmentation des redevances pour les installations passagers (PFC), en maintenant les frais \u00e0 $4,50 par embarquement et autorise \u00e0 la place $400 millions suppl\u00e9mentaires pour le programme d&#039;am\u00e9lioration de l&#039;a\u00e9roport. La GBTA est depuis longtemps un opposant virulent \u00e0 l\u2019augmentation des frais PFC, car les voyageurs d\u2019affaires sont d\u00e9j\u00e0 confront\u00e9s \u00e0 un fardeau \u00e9crasant de taxes et de frais et la GBTA est tr\u00e8s pr\u00e9occup\u00e9e par le fait qu\u2019elle approche du point de bascule qui poussera finalement les voyageurs d\u2019affaires \u00e0 rester chez eux.<\/p>\n<p>Il convient \u00e9galement d&#039;\u00eatre conscient de plusieurs domaines du projet de loi du S\u00e9nat offrant des protections aux consommateurs et susceptibles d&#039;avoir un impact sur vos voyageurs lorsqu&#039;ils prennent la route. Le projet de loi ordonne au minist\u00e8re des Transports (DOT) d&#039;examiner les d\u00e9cisions des compagnies a\u00e9riennes de retarder ou d&#039;annuler des vols, en particulier lors d&#039;\u00e9v\u00e9nements li\u00e9s aux conditions m\u00e9t\u00e9orologiques. Il exige que les compagnies a\u00e9riennes et les agents de billetterie divulguent les frais de bagages, de modification de vol, d&#039;annulation et de choix de si\u00e8ge dans un format standardis\u00e9 et facile \u00e0 comprendre.<\/p>\n<p>Elle oblige \u00e9galement le DOT \u00e0 enqu\u00eater sur les cas dans lesquels un transporteur a\u00e9rien a modifi\u00e9 l&#039;itin\u00e9raire d&#039;un passager de sorte que celui-ci a \u00e9t\u00e9 contraint de partir plus de trois heures plus t\u00f4t ou plus tard, ainsi que sur les cas dans lesquels un nouvel itin\u00e9raire comprend davantage d&#039;escales. Enfin, elle oblige les compagnies a\u00e9riennes \u00e0 rembourser les frais de bagages si les bagages sont livr\u00e9s au-del\u00e0 d&#039;un d\u00e9lai sp\u00e9cifi\u00e9 et \u00e0 rembourser les autres frais accessoires.<\/p>\n<p>Une question tr\u00e8s importante pour la GBTA est \u00e9galement incluse dans les projets de loi du S\u00e9nat et de la Chambre. La semaine derni\u00e8re, la GBTA a remerci\u00e9 les s\u00e9nateurs Amy Klobuchar (D-MN) et Mark Warner (D-VA) pour la l\u00e9gislation visant \u00e0 lutter contre la traite des \u00eatres humains sur les vols a\u00e9riens commerciaux. Le <em>Loi Stop au trafic a\u00e9rien (STOP) <\/em>n\u00e9cessiterait une formation pour certains employ\u00e9s de l\u2019industrie a\u00e9rienne afin qu\u2019ils reconnaissent et signalent les soup\u00e7ons de traite d\u2019\u00eatres humains aux forces de l\u2019ordre.<\/p>\n<p>L&#039;ann\u00e9e derni\u00e8re <a href=\"http:\/\/blog.gbta.org\/2015\/07\/27\/gbta-partners-with-ecpat-to-fight-child-exploitation-in-travel\/\">GBTA en partenariat avec ECPAT<\/a>, la principale organisation politique de lutte contre la traite des personnes luttant contre le tourisme sexuel, pour mobiliser l&#039;industrie du voyage contre l&#039;exploitation des enfants lors des voyages et pour sensibiliser l&#039;industrie du voyage aux signes avant-coureurs du tourisme sexuel et de l&#039;exploitation des enfants. Malheureusement, notre industrie est exploit\u00e9e pour faciliter cette horrible pratique et la GBTA estime que l&#039;introduction de ce langage dans le projet de loi de la FAA jouera un r\u00f4le \u00e9norme dans la capacit\u00e9 de l&#039;industrie du voyage \u00e0 mettre fin \u00e0 cela.<\/p>\n<p>Le projet de loi de r\u00e9autorisation de la FAA est en cours d&#039;examen au S\u00e9nat aujourd&#039;hui, mais il est difficile de savoir s&#039;il sera finalement adopt\u00e9 ou non par le Congr\u00e8s. L&#039;autorit\u00e9 de la FAA expire actuellement le 31 mars, mais la Chambre a adopt\u00e9 lundi une prolongation \u00e0 court terme de trois mois.
