M\u00eame s&#039;il n&#039;y a aucune chance que le Congr\u00e8s adopte le budget sous sa forme actuelle, il nous donne une id\u00e9e des priorit\u00e9s du pr\u00e9sident en mati\u00e8re de voyages. Si elles \u00e9taient adopt\u00e9es, certaines des mesures propos\u00e9es entraveraient en fait la croissance des entreprises et freineraient ainsi l\u2019\u00e9conomie dans son ensemble. Plus pr\u00e9cis\u00e9ment, le budget propos\u00e9 poursuit son assaut contre le portefeuille des itin\u00e9rants. Le pr\u00e9sident propose des surtaxes pour le contr\u00f4le a\u00e9rien qui seront sans aucun doute r\u00e9percut\u00e9es sur les voyageurs d&#039;affaires. Le budget propos\u00e9 autorise les a\u00e9roports \u00e0 imposer des redevances d&#039;installation pour les passagers de $8,00 par segment \u2013 en hausse par rapport au niveau actuel de $4,50. Pire encore, le budget pr\u00e9voit une augmentation des frais de la TSA, qui viennent de doubler. Au total, les voyageurs a\u00e9riens seraient confront\u00e9s \u00e0 une augmentation de 26 pour cent des taxes et frais sur un fardeau fiscal qui <i>atteint d\u00e9j\u00e0 30 pour cent de chaque transaction de voyage !<\/i> Ces augmentations visent clairement \u00e0 r\u00e9soudre d&#039;autres probl\u00e8mes budg\u00e9taires non li\u00e9s aux voyages, puisque le budget reconna\u00eet des \u00e9conomies de plusieurs centaines de millions de dollars gr\u00e2ce aux gains d&#039;efficacit\u00e9 li\u00e9s \u00e0 la s\u00e9curit\u00e9 bas\u00e9e sur les risques.<\/p>\n<p>Il ne fait aucun doute que les infrastructures du pays ont besoin d&#039;\u00eatre modernis\u00e9es, et une telle am\u00e9lioration n\u00e9cessite des ressources suppl\u00e9mentaires. Les sources de financement traditionnelles ne suffisent plus. Le budget Obama pr\u00e9voit que ces taxes et frais suppl\u00e9mentaires li\u00e9s aux voyages rapporteront $4,2 milliards, dont environ la moiti\u00e9 proviendra des voyageurs d&#039;affaires.<\/p>\n<p>Le dilemme global est clair. M\u00eame si nous avons besoin de nouvelles sources de financement pour financer ces investissements, nous ne pouvons pas surcharger une industrie du voyage d\u00e9j\u00e0 surcharg\u00e9e. Les voyages sont d\u00e9j\u00e0 plus tax\u00e9s que les industries telles que l\u2019alcool, le tabac et les armes \u00e0 feu. Les r\u00e9percussions sur l\u2019\u00e9conomie seront importantes si nous taxons davantage, mais aussi si nous r\u00e9duisons les budgets destin\u00e9s aux investissements n\u00e9cessaires li\u00e9s aux voyages.<\/p>\n<p>Rien qu&#039;en 2012, <a title=\"Les voyages d&#039;affaires sont une force \u00e9conomique\" href=\"http:\/\/blog.gbta.org\/2014\/03\/27\/business-travel-is-an-economic-force\/\" target=\"_blank\" rel=\"noopener\">Les entreprises am\u00e9ricaines ont d\u00e9pens\u00e9 $384 milliards pour envoyer des voyageurs effectuer 452 millions de voyages d&#039;affaires<\/a>. Ces voyages repr\u00e9sentaient environ 3 pour cent ($491 milliards) du PIB am\u00e9ricain. Pour chaque augmentation de 1 % des d\u00e9penses li\u00e9es aux voyages d&#039;affaires, l&#039;\u00e9conomie am\u00e9ricaine gagne 71 000 emplois suppl\u00e9mentaires, soit pr\u00e8s de $5 milliards de PIB, $3 milliards de salaires et $1,2 milliards de recettes fiscales. Les voyages d\u2019affaires constituent la forme d\u2019investissement la plus efficace dans n\u2019importe quelle \u00e9conomie.<\/p>\n<p><a href=\"http:\/\/blog.gbta.org\/wp-content\/uploads\/2014\/03\/EcoStudyInfographicV2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-284\" alt=\"EcoStudyInfographicV2\" src=\"http:\/\/blog.gbta.org\/wp-content\/uploads\/2014\/03\/EcoStudyInfographicV2-231x300.jpg\" width=\"231\" height=\"300\" \/><\/a><\/p>\n<p>Les augmentations propos\u00e9es des taxes et des frais auraient des effets n\u00e9gatifs importants sur ces voyages. Une \u00e9tude r\u00e9cente sur l&#039;\u00e9lasticit\u00e9 de la demande dans le secteur h\u00f4telier montre que l&#039;augmentation propos\u00e9e de 26 pour cent r\u00e9duirait la demande de voyages de $4,5 milliards \u2013 et r\u00e9duirait donc les recettes fiscales f\u00e9d\u00e9rales totales de $1,7 milliards. La r\u00e9duction de la demande de voyages entra\u00eenerait \u00e9galement la perte de 86 000 emplois et une diminution de $5,8 milliards du PIB.<\/p>\n<p>M\u00eame si l&#039;effet global du budget pr\u00e9sidentiel est n\u00e9gatif, il convient de souligner certains aspects positifs. Par exemple, le budget pr\u00e9voit des r\u00e9investissements dans les programmes Trusted Traveler tels que Pre-Check. Il insiste pour que les d\u00e9lais d&#039;attente pour le traitement des visas et les arriv\u00e9es internationales soient am\u00e9lior\u00e9s. Il contient de nouvelles proc\u00e9dures op\u00e9rationnelles pour NextGen, des am\u00e9liorations du corridor nord-est d&#039;Amtrak, tr\u00e8s fr\u00e9quent\u00e9, et un engagement \u00e0 accro\u00eetre le financement des infrastructures du pays. Ce sont tous des indicateurs positifs montrant que l\u2019administration souhaite que les voyageurs d\u2019affaires prennent la route pour g\u00e9n\u00e9rer des opportunit\u00e9s \u00e9conomiques, mais les actions propos\u00e9es n\u2019offrent pas de soutien significatif et durable.<\/p>\n<p>Les voyages d\u2019affaires sont essentiels \u00e0 la sant\u00e9 de l\u2019\u00e9conomie dans son ensemble. Nous avons besoin que le Congr\u00e8s et l&#039;administration \u00e9laborent et mettent en \u0153uvre des politiques visant \u00e0 renforcer l&#039;infrastructure de transport du pays sans imposer une charge excessive au secteur des voyages d&#039;affaires. Demander \u00e0 l\u2019industrie de supporter le fardeau actuellement propos\u00e9 nuira \u00e0 l\u2019\u00e9conomie plus qu\u2019il ne l\u2019aidera en freinant la demande de voyages et en supprimant ainsi la croissance des entreprises \u2013 la partie la plus importante de tout moteur \u00e9conomique.
